我司德国客户需要申请，他们作为shipper出具Form

他们告知的方案是：
1. You arrange the regular Certificate of Origin with you as the shipper and us as the consignee
2. We re-issue the CO / Form A here at our chamber at commerce with our company name being the shipper and the end customer in Bangkok as the consignee
3. We’ll send you this Form A and you’d have to re-issue the Form E with our certificate with our company name being the shipper and the customer being the consignee

According to the shipping agents in Thailand this should be possible.
